Dr. Namika Raby presents “Full Tank, Empty Tank: Culture and Community in Irrigation Management in Sri Lanka”  This presentation, based on fieldwork in Sri Lanka and a workshop presented to the government of Sri Lanka in 2009, examines how traditional culture and the concept of community influence the implementation of community management of irrigation in Sri Lanka.
